According to the European Commission, 100 PEDs are to be created in Europe by 2025. In order to realize these districts, energy efficiency of the buildings must be improved. Moreover, local energy flows must be cascaded by using waste energy, and low-CO2 energy generation technologies must be used to cover the remaining energy demand. <\/p>\n\n
PEDs per se do not aim to achieve a net annual surplus of energy. Rather, they aim to minimize impacts on energy grids by providing options for better load management and increased on-site self-consumption, as well as providing short- and long-term storage and energy flexibility technologies. Smart control and use of energy flexibilities allow demand to be matched with on-site production in the best way possible. <\/p>\n\n
The realization of PEDs requires a multi-sectoral approach. Innovative building technologies are necessary on the one hand, but in particular new definitions and concepts for the design of PEDs are needed. Methods, tools and technologies with respect to planning and implementation, methods for ex-ante impact assessment as well as ex-post monitoring of PEDs, new organizational structures and business models as well as action guidelines for the planning of PEDs are required. <\/p>\n\n
The researchers of IEA EBC Annex 83 will collect, systematize, synthesize and prepare the knowledge and experience of the international scientific community on PEDs in a way that is useful for practitioners.
