HP-SUBSCRIBE – Up-scaling High-Quality Heat Pump Installations in Leased Buildings via a Subscription Model and Cost-Effective Market Incentives

HP-SUBSCRIBE is an EU-funded LIFE project that aims to scale up the deployment of high-performance heat pumps in commercial and public buildings through an innovative Heat Pumps on Subscription (HPoS) model. This approach addresses key barriers such as the landlord-tenant split incentive, high upfront costs, and the complexity of replacing fossil-fuel systems.

The project will test and demonstrate the model through pilot and funding initiatives in France, Austria and Greece, while also supporting market uptake in Ireland by linking existing heat-pump plans with providers and financiers. In parallel, HP SUBSCRIBE will explore regulatory enablers, such as white certificates and demand-response schemes, to enhance the financial viability and wider adoption of HPoS across Europe.

In order to bring the HPoS model, mainly for leased buildings, to the market, the project team has identified four general objectives to achieve:

  1. To support the implementation of the HPoS model in leased buildings
  2. To reduce the costs and risks of the HPoS model for service providers
  3. To initiate the business collaborations needed to offer HPoS as a consumer credit scheme
  4. To upscale the HPoS model using private and public financing
