GBV-DEKA – A sector-wide solution for the strategic decarbonization of non-profit housing stock through portfolio management

The GBV-DEKA research project develops a standardized portfolio management method for the strategic decarbonization of large non-profit housing stocks. The aim is to support non-profit housing providers in planning energy-related renovations in a long-term, socially responsible and economically viable way.

A key element is the harmonization and quality assurance of existing building data. For this purpose, different sources such as administrative data, energy performance certificates, consumption data and information from on-site building inspections are transferred into a common data structure, checked and linked. Data gaps are to be closed using statistical and AI-supported methods. This creates a reliable basis for assessing the energy performance of large portfolios across the board and deriving suitable renovation options.

The method makes it possible to evaluate measures in technical terms as well as with regard to energy and CO₂ savings potential, costs, payback periods and social impacts. Renovation scenarios can therefore be compared, investments prioritized and decarbonization pathways planned for the entire portfolio.

GBV-DEKA is not aimed at developing a commercial software solution. The focus is on an open, digitally supported sector-wide solution that can integrate existing software via interfaces and establish uniform methodological and technological standards for the non-profit housing sector. This creates a process chain for the analysis, planning, implementation and monitoring of renovation measures in large building stocks.

The project combines technical, economic and social requirements and contributes to the transformation of non-profit housing towards climate-neutral, affordable and future-proof buildings.
