GIZ Consulting Lviw – Supporting the transformation processes of district heating in Lviw, Ukraine

District heating in general as well as district heating in post-soviet countries have great potential to play an important role in future renewable, efficient and reliable energy systems. However, the DH system in Lviv requires great efforts and investments to be reliable, economic and competitive but examples from other countries proof that it is possible and such DH systems can become highly attractive and economic. DH companies and operators historically tend to focus on technology and therewith related optimization and refurbishment. Even though technology is an important part, the transition of outdated DH systems requires a systematic and holistic approach taking all aspects into account. Besides state-of-the-art technology and software support the municipal energy planning, a suitable company structure, continuous monitoring and optimization using modern tools and methods, highly skilled staff and attractive business models together with comprehensive customer and public relation measures are required.
