IEA-EBC-Annex 61: Development and Demonstration of Financial and Technical Concepts for Deep Energy Retrofits of Government/Public Buildings and Building Clusters

Deep Energy Retrofit is of utmost importance, as buildings are characterised by very long renovation cycles. Based on this issue from energetic point of view unambitious retrofits cannot gain long-term climatic and environmental benefits. To increase renovation rates and to optimise the present energetic standards in the renovation sector strong incentives on technical – and especially on economical level are required.

In the last decades energy contracting has become an important instrument to reach more ambitious energetic targets in the building sector in many states. Up till now in the majority of cases energy contracting models have been implemented as energy supply contracting for the renovation/exchange of HVAC-systems (heating, ventilation, air conditioning, electric lighting, control systems). Energy performance contracting models with large energy savings are rare on the renovation market. To increase deep energy retrofits within Annex 61 new strategies and tools for innovative contracting models will be developed.

Based on studies and analysis of exemplary realized retrofit projects, the enhancement and development of innovative business models as well as the development of an IT-tool for decision makers and ESCOs (Energy Service Companies) will bring out useful findings for public clients and ESCOs.

As a result innovative renovation models for energy efficient, high –quality retrofit will be available, enabling high quality renovation for public buildings by implementation of integrated energy-contracting.
